George Clemenceau said, “America is far away, protected by the ocean. Not even Napoleon himself could touch England. You are both sheltered; we are not." Based on this, Clemenceau wished to bring the French border on the Rhine or to create a buffer state in Rhineland, in order to protect itself, but this demand was not met by the Treaty.
Instead France was able to demilitarize the Rhineland, a mandate over the Saar and promises of Anglo-American support in case of a new aggression, but the United States did not ratify the treaty.
